 MEET OUR BOARD OF DIRECTORS and STAFF

 

DIRECTORS

Bill Napolitano, President; representing the SE Regional Planning & Economic Development District (SRPEDD)

Bill Napolitano is dedicated to the conservation of Southeastern Massachusetts natural resources. He has 23 years of experience at the Southeastern Regional Planning and Economic Development District (SRPEDD) and is the current Environmental Program Director. He holds a BA & BS from Southeastern Massachusetts University and Norwich University. Through his ongoing work with local agricultural commissions, such as in his hometown of Kingston, he has completed many projects throughout the RC&D area. Bill accomplished gaining federal Wild & Scenic River designation for the Taunton River. He is involved with the Earthlab Environmental Education Cooperative, the Ten Mile River Watershed Regional Open Space Plan and the Three Mile River ACEC designation.


Richard Ward, Vice President: representing the Plymouth County Conservation District

Richard Ward is a member of the Plymouth County Conservation District, Carver Agricultural Commission and Carver Board of Selectman. Dick received his BS at the UMass Amherst and utilizes his 31 years of teaching experience in community projects. As a 25 year part-time and 10 year full-time cranberry grower, Dick is proud of participating in Carver's master plan, establishing Carver’s farmers' market, and improving the community attitude toward farming and open space. Also, his contributions include starting Carver's Agricultural Commission and Green (energy) Committee.


James Watson, Secretary/ Treasurer; representing Old Colony Planning Council

Jim Watson has served on the Board of Directors for Pilgrim RC&D for over 15 years. He is the Supervisor of Comprehensive Planning for the Old Colony Planning Council. He is a member of the MA Dept. of Community Affairs & Planning, member of Hingham Housing Authority, member and chair of the Hingham Conservation Commission. Jim was a local coordinator for Gerry Studds Congressional Campaign and coordinator of the Old Ship Church Folk Music Coffee House. He is the co-author of the  first Hingham Open Space Plan. Jim is proud of his prize eggplant won at the Hingham town garden project.


David Rose; representing Bristol County Conservation District

Dave Rose is currently the Bristol County Conservation District Field Agent and has 27 years experience with the USDA Farm Service Agency as County Executive Director of Bristol and Norfolk County. Dave earned his BS in Forestry at the UMass Amherst.


Bill Clark; representing Barnstable County Commissioners

Bill is the Director of the Cape Cod Cooperative Extension (CCCE). He brings to RC&D 31 years of experience with the CCCE and 4 years of teaching experience from Essex Agricultural & Technical Institute. He received his BS and MS in Plant & Soil Sciences from the UMass Amherst. Bill is a proud member of the Barnstable County Commission, Dennis Conservation Commission (30 years), and MA Pesticide Board. He also oversees Cape Cod's Buy Fresh, Buy Local project and is the chair of the SE MA Aquaculture Center.


TJ Hegarty; representing Dukes County Commissioners

TJ brings to RC&D 32 years as a general contractor/developer on Martha’s Vineyard and 8 years as Program Director of the Integrated Pest Management Program. He represents the Dukes County Commissioners. TJ is a past member of Martha’s Vineyard Airport Commission, Dukes County Jail Task Force and West Tisbury Library Building Committee. TJ is proud of working with and coordinating island health agents and state officials as they trap and test mosquitos for West Nile Virus & EEE.


Tim Soverino; representing Nantucket Planning & Economic Development Commission

Tim is a committed resident of the Island of Nantucket. He is the father of six and has been married to his wonderful wife for 20 years. Tim is a former member of the Nantucket Board of Selectman and Nantucket Planning & Economic Development Commission. His involvement in the community includes serving as Superintendent of Fire Alarms for the Nantucket Fire Department, chair of the first Beach Management Plan Committee, and overseer of the Siacinset Sewage Treatment Facility.


Carolyn DeMoranville; representing Plymouth County Commissioners

Dr. Carolyn DeMoranville is the Director of the UMass Cranberry Station. She has been employed for over 25 years and has been Director since 2002. Her education includes a BS from UMass Amherst, MS- University of Maryland; Yale University and a PhD from UMass Amherst (Plant and Soil Sciences). Carolyn is the President of SEMAP( Southeastern MA Agricultural Partnership), Treasurer of Cape Cod Cranberry Growers Association, Secretary/ Treasurer of Northeast Region American Society for Horticultural Science and former Director of the Plymouth County Farm Bureau.  

"I have worked with the MA cranberry industry to develop nutrient management planning standards.  I have provided extension expertise to the industry in the areas of nutrient management and general horticulture for 25 years. I am the co-author of Best Management Practices (BMP) Guides for MA cranberry production -- this remains a focus of my professional life -- working with growers to identify and implement horticultural practices that are sound economically and environmentally."

"I am a life-long resident of Southeastern Massachusetts.  My grandfather and father were cranberry growers and my father worked at the UMass Cranberry Station for 46 years.  I was probably inevitable that as a scientist I would end up in cranberry research and extension.  My strong belief in local farming and local food systems has led to my participation in SEMAP, Farm Bureau, the Cape Cod Cranberry Growers Association and the Pilgrim RC&D."


STAFF

Irene Winkler, RC&D Coordinator, USDA-NRCS

Irene Winkler is the Pilgrim RC&D Coordinator, provided by the USDA-Natural Resources Conservation Service (NRCS) to assist the Pilgrim RC&D Council. Irene was born in Westchester County New York and grew up in Northern Virginia. She completed graduate studies in Soil and Water Relations at the University of Rhode Island and holds a Bachelors of Science in Agronomy/Soils from Virginia Tech. Irene’s career with NRCS includes providing public service in Connecticut, Rhode Island, Maryland, Washington, D.C., and Massachusetts in the positions of Soil Conservationist, District Conservationist, Area Conservationist and currently as the RC&D Coordinator.

 

Kim Braasch, Council Financial Management &Administrative Assistant

 

Kim Braasch is the current part-time financial manager and administrative assistant for the Pilgrim RC&D Council. Kim has 17 years experience in an office environment. In addition to the council Kim is the current bookkeeper for the following companies; R.F. Morse & Son, Inc., Earthworks, and Dingo Inc. all of West Wareham, MA. Kim is responsible for the financial management of the council, creating monthly financial statements, monthly Treasurer’s Reports and monthly BOD meeting minutes to support the Secretary/Treasurer.
